RP2040 datasheet - Description of PSM->FRCE_OFF register

The rather short description of the FRCE_OFF register in the PSM is wrong. From the datasheet one would assume that the different parts of the chip can separately be switched off. But just setting a single bit (for example bit 12 for XIP) shuts down more than this one peripheral.

The correct use of the register should be explained in the datasheet.
