Modifications to `particles` app for handoff.

This PR just packages the particles-maplibre application in modules to use the latest api endpoints based on rapids-viewer, which defines an approach for point budgeting and a ringbuffer for vertex display on the app. Doesn't need to be merged at this time, this PR is for the upcoming meeting.
