[FEA] Support Logging of cuGraph-PyG Loader

We already support logging of the Bulk Sampler. For continued performance benchmarking, there should be a clear way to track loading time without manually patching the cuGraph-PyG loader, as well as configurable logging that can be used to track whether performance and behavior is as expected.
