Find and setup resources to support GPU CI for datashader

Please! :-) In the meantime we are running GPU tests by hand for Datashader and for HoloViews' Datashader support, but that's currently the only manual step in our release process, so it's very painful to have to do that.

@mike-wendt If I remember correctly there are some plans to setup something for Anaconda?
