Update README with NgUpgrade info

This commit: https://github.com/rangle/augury/pull/1207/commits/2a2b642625c65f76f320e82784afbd8122505278 shows that the readme is updated with information about NgUpgrade not working with downgraded components.

I don't see the same message in master's readme.md.

Is it true that there is no support for downgraded components?
