[BUG] cluster member roles need to be recreated after fleet workspace change for RKE1 clusters

Rancher version: 2.8.3

Issue description: User loses access to a cluster as cluster owner when the cluster RKE1 is moved to another namespace(workspace) in the Continuous Delivery tab. The issue does not happen while switching RKE2 clusters, only RKE1.
