[SURE-8415] secrets "fleet-agent-bootstrap" not found

On Rancher v2.7.6 running RKE2 1.25, getting the following error on their local cluster

The instructions https://fleet.rancher.io/troubleshooting#agent-is-no-longer-registered don't seem to work when this is the local cluster; a complete deletion and reinstall works, but also removes all DS apps, what other options might we have to get this fleet install happy again?

This has been resolved, an old fleet deployment created the problem.
