ci/cli: check why rancher-backup-operator deployment is failing on 2.9-HEAD

As 2.9-HEAD is in a very early development I think that either there is no version of the backup operator yet, or a dev version should be forced deployed.

It seems to be a Rancher Manager issue: https://github.com/rancher/rancher/issues/44613.

Move to Blocked column to wait for a fix or a clear state about the "culprit".

Fixed by using latest version of rancher-backup-restore (v5.0.0-rc6), PR #1421 will close this issue.
