Split test-fallback into several

Current test takes about +1 hour https://github.com/rancher/elemental-toolkit/actions/runs/3272730635/jobs/5384751282 so it would be good to be able to run that in parallel instead.

See recovery tests to see how they were splitted (HINT: using ginkgo labels)
