[BUG] Deployments page scale dropdown bug
Rancher Server Setup
- Rancher version: 2.7.1
- Installation option (Docker install/Helm Chart): Docker install

Describe the bug
Under workload screen in health column there is a drop down to scale the deployment. The dropdown works fine on all but the bottom most deployment where it gets cut off by the UI container it's located within.

Just realized there's a separate UI repo. Saw issues transferred over to it so maybe this belongs there instead.
@skylerspaeth Thanks for raising this issue and helping to make Rancher better! I agree, this would be a better fit under the dashboard repo.

No longer reproducible (testing in 2.9-head ~2.9.0)
In v2.8.3, noticing the issue no longer happens on the /dashboard/c/x-xxxxx/explorer/apps.deployment
page, but still happens on the /dashboard/c/x-xxxxx/explorer/namespace/namespace#Workloads
page.
I know this is a different version than the v2.9 y'all can't reproduce the original issue in, so I'll upgrade and check on that version once it's released. But just wanted to let y'all know it's not just on that one page, but seems to be any page with that scale dropdown UI component.
FWIW, my platform info: Safari 17.4.1; macOS Sonoma 14.4.1

@skylerspaeth Thanks for the update. I can confirm in the pending 2.9.0 release this also works for the Workloads page
