vSphere Node Provisioning: Anti-Affinity Rules

Internal reference: SURE-5089 Reported in 2.6.6

Request description: The user would like the ability to set vCenter anti-affinity groups when creating vSphere node driver clusters in Rancher. If the backend does enable this, we'd need corresponding UI.

Actual behavior: This is not possible through the node driver and requires manual work.

Expected behavior: Have this option available with the node driver

Workaround: Manually set the rules after the cluster is provisioned

This is dependent on https://github.com/rancher/rancher/issues/29894 ... given that that is not targeted for 2.7.1 I think we need to bump this out too
