Workload scale up/down deployment buttons not easily discoverable

Need to look at UX:

Instead of using a pop-over we should include the - and + buttons on each side of the indicator bar

Move the - and + functionality out of the pop-over and put them on either side of the indicator bar. The pop-over itself should stay with the existing information (outside of the scale funtionality)
