Notification Center refinements

Follow on fixes/updates for https://github.com/rancher/dashboard/pull/14419

  • Use RcButton in place of a link for Mark all as Read
  • Re-visit the escape only hatch for the focus trap and see if adding up/down should also exit the focus trap
  • Consider making the main part of the notification clickable in order to toggle read/unread
  • Performance improvements to the way we store and manage notification cross-tab
  • UI refinements to get closer to the UX design spec
