Update Elemental and Kubewarden to use the most modern publishing practices

Currently Elemental and Kubewarden repos have their own dedicated workflow, which is not compliant with our latest practices of using reusable workflows.

We should update Elemental and Kubewarden to use the most modern publishing practices.
