Local cluster does not appear at the top of the app bar

Local cluster should be at the top of the app bar all of the time, since this is the Rancher Management Server.

This should be fixed.

To reproduce:

• Create a cluster named 'atestone'
• Wait for the cluster to become active
• See that this new cluster appears above the local cluster in the app bar
