Request: Non safe consul cluster for dev/test

When developing and experimenting I find myself setting up and tearing down things a lot. Would it be possible to have a non safe consul cluster template, that one can just spin up w/o any certificates. just for quick development and testing.

Currently, there is quite some overhead to get things up and running with the consul cluster template.

Just my 2 cents.
