Create issues when applicable dependencies' repositories have unreleased code

In the past, we have written new code in dependencies we control, but not created a release. This means that the new functionality does not make it into releases of Rancher Desktop.

We should create an automated job that notifies us when this is the case. The mechanism by which we are notified should be creation of an issue in rancher-sandbox/rancher-desktop.
