Running build.io pack command displays erro "failed to initialize docker client: failed to connect to docker socket: dial unix /var/run/docker.sock: connect: connection refused"

When I run build.io pack command using Rancher 1.0.1 moby I get the error "failed to initialize docker client: failed to connect to docker socket: dial unix /var/run/docker.sock: connect: connection refused"

I note that this same error occurred in the early development of Docker Desktop https://github.com/buildpacks/pack/issues/827
