About the smoothness constant(\beta)

Hello, I wanted to know if the data generated using the "generate_linear_regession.py" will result in $$\beta=1$$, because in the paper it's written that the simulated experiment was run with $$\beta=1$$. How do you set the smoothness constant=1? Also, what is "kappa" I am not able to figure out?
