RFC2396 obsolete

In the current version of the specification, the value of a baseUri node is described as follows:

The value of the baseUri node is a string that MUST conform to the URI specification RFC2396 or a Template URI.

Looking into RFC2396, it seems this specification is obsolete and replaced by RFC3986 (see image below).

I'd suggest we remove the obsolete reference and update baseUri to conform to the updated spec.
