Time to release 0.31.0

It's been just over a year since 0.30.1 was released (June 2nd, 2024). There have been 12 merges into main since then. How do we feel about merging in https://github.com/ramda/ramda/pull/3493 and then releasing 0.31.0?

Sure, I think there were some minor fixes on that one. I'll patch it if we don't hear from @CrossEye and then cut 0.31.0

lots of versions! npm pack was deleting dist. not sure why, probably something i've done locally. anyway i think 0.31.3 is good.

now the docs aren't building, i'll get those up asap

Please reflect the new functions (and the new version) on the website. It would be also nice to add their types.
