Some people can not or do not want to use GitHub actions. For those it would be great to have instructions how to use the bot outside of GH actions.

this project should be fairly easy to integrate w/ [Cloud Run Button](https://github.com/GoogleCloudPlatform/cloud-run-button) for people who want to self-deploy their own krew-release-bot's. I suspect it only needs to prompt for GITHUB_TOKEN....
