Abnormally high quota usage

When I try to transfer a channel with 700 subscribers to another channel it used all of 10000 quotas yet the transfer is just partially completed.

Getting the list of subscriptions only cost 1 quota. But subscribing to the channel cost 50 quotas. So in your case, 700 for the list, but 700*50 = 35000. As the daily limit is 10000 IIRC, please try again the next day. Only the remaining one will get transferred.
