Chrome Hotkey Override Not Working

I've gone to chrome://extensions scrolled to the bottom, clicked the keyboard shortcuts link and found the entry for Raindrop. I've set it to Ctrl + D and restarted Chrome, but Chrome still just opens the inbuilt "Bookmark Added" popup.

I'm running the latest version of Chrome (64.0.3282.140) on Windows 10.
