Hook up backend configuration for determining output based quotes

Fixes APP-1871

What changed (plus any additional context for devs)

  • Adds more params from the backend network configuration
  • Uses these additional params to determine output based quotes eligibility

What to test

  • Confirm for various combos of swaps, cross-chain swaps, and bridges and multiple networks that the output amount will be enabled only for trades that support output-based quotes. Currently, no combo will support output based trades.
