Searching for program: No such file or directory, open

error message shown when I start emacs-mac.

Error running timer ‘mac-setup-help-topics’: (error "Uncompression program ‘sh’ not found")

for both instances I installed with homebrew and the pre-built one.

When I run

(make-process :name "foo" :command '("pwd")) ; fine if abs path

the backtrace buffer shows:

(file-missing "Searching for program" "No such file or directory" "pwd")

All commands involving local utils are broken, dired for example.

my environment Mojave Version 10.14.6.
