Add text to Bridge Troll about how to get added as a Bridge Leader to approve events

@tjgrathwell Would it make sense to have a space in the app that states that one should create an issue to get added as a Bridge Leader in order to approve events ( in the cases where it is appropriate)?

Maybe it could go under the get involved section on the home page? and say something along the lines of -

"If you need to be added to approve events for your particular Bridge, please create an issue stating so here

@aneyzberg Lillie, Travis, and I have been working out some new pages. I think this is something that could work into the content of one of them. @careful-with-that-axe is working on building out that new structure soon. I'll keep a note of this as something to incorporate and will ping you for the PR when we're ready.

I will be putting up a large issue soon outlining what we're doing. sound good?!
