Added platform ruby for Ruby for Windows 2.4 to README.md

Per my findings in issue https://github.com/rails-sqlserver/tiny_tds/issues/416, I've taken the liberty of adding the documentation to README.md concerning the use of --platform ruby when installing under Windows Ruby 2.4 or above.

Please feel free to incorporate as desired.
