Bullet Upgrade not taking the stage before it

Description

when looking at the Uranium rounds they have the same physical damage as the piercing ammo with the added radioactive effect so I think it would be better to upgrade from piercing to uranium rather than the regular ammo, this goes for the Imersite as well since it has radioactive on it but only takes the base rifle rounds. this would also make it to where we have to build on to our existing ammo build rather than just changing one ingredient and having useless ammo of the stage before to use up.
