Add additional services addresses via CLI

The Raiden node will only use PFSes and MSes which are registered on-chain. For testing purpose and other reasons we should also enable adding additional addresses if a user wants to use a non-registered PFS.

@fredo @karlb is this issue still valid? I lack the context you folks have, but on a first look this sounds like something nice to have.
