Add on-chain events to fuzz test

In addition to issues #1155 (partly done), #1156 and #1157. The fuzz test should cover the whole state machine, so in addition to the role-specific state changes mentioned there, we need to test the state changes related to on-chain events like new blocks, opening, settling and closing of channels and topups.
