Allow deprecation of TokenNetworkRegistry

Currently TokenNetwork contracts can be deprecated, but not TokenNetworkRegistry contracts.

This means that we have no way of disallowing creating new token networks after the registry has been deployed (besides the maximum amount of token networks being reached).
