Telegram bot api support

Hi, is it possible to run telegram-send.py against local telegram bot api? Using local telegram bot api it should be possible to send large files - https://stackoverflow.com/questions/52288231/how-to-send-large-file-with-telegram-bot-api Anybody have tried if this is possible and what steps are required to get working setup?
