Allow loading of certain tbl files from client_mods folder

Allow loading of the following tbl files from packfiles in the RedFaction\client_mods folder:

-hud.tbl -strings.tbl

Allowing editing of these tables in clientside mods should also be feasible without opening any cheating potential: -hud_personas.tbl -personas.tbl -credits.tbl -endgame.tbl -ponr.tbl
