Toggle mode on the spectator interface to cycle through players randomly

On the first person spectator controls (for next/prev player, etc) add a toggle for a mode that cycles through players on an interval. Interval could be configurable via console, or just present a few options in the controls themselves. Maybe something like 15, 30 and 60 second intervals.
