Implement support for ogg vorbis audio format (low priority)

Personally I would like to use .ogg audio formats for the music in future RF mods since the lossy .wav formats sound horrible and provide a much worse compression ratio than .ogg The lossless 16bit .wav format causes huge files that make uploading mods take much longer so I don't really want to use it anymore.
