@daichiyamada72 Are you using the correct BIOS files for the game region (USA)? The same error occurred for me until I realized that DSi games are region-locked. Using the right BIOS for the games fixed the issue for me for the most part except for a handful of games, but that's probably a mistake on my part.
(USA) Bios
I just tested the same game with the USA BIOS and get the same error, strange to say. I can't find any error messages in the logs (logcat), though. I can't help any further, sorry.
I had the same problem with my DSiWare games apparently, using the same NAND as yours and Firmware.
Almost all of them did not work but it runs DS games or DSi-Enhanced games.
I talked the issue with Arisotura (original dev, I guess) on Discord and I wanted to also talk with @rafaelvcaetano about this issue on DSiWare.
You can't run DSiWare from the cartridge slot anyway. They are meant to be run from the NAND or SD. https://github.com/Arisotura/melonDS/issues/752#issuecomment-689628118 They need to have been already installed on the NAND.
Sorry for the lack of attention to this issue, but I don't know a lot about the DSi system since I never owned one. But as @WaluigiWare64 said, DSiWare games need to be installed on the NAND. I'm pretty sure you can find tools online to help with that.
