"Failed to start server, will try again in 10 seconds}"

I get this annoying notification prompt every 10 seconds (as the prompt specifies), but I have no idea why the server is failing to start. I've checked to see if the ports are in use, or if I am not running Visual Studio Code as Administrator -- both of these things are fine.

Any troubleshooting tips?
