Problem with actor list lock (allowing to attack horses)

Stivy PMed me in game, also confirmed by Aislinn: btw since 2b9163c4b7b08e7517afdb43f5e038c7a0997ba3 is the first bad commit Actors list lock (#164) client allows you to attack an attached actor (horse) it shows an attack cursor on horse even when its an eye on the host player, especially noticeable with close targeting on ^^

I've committed a fix, but I'm not 100% confident its the right or best way. I'd need to do more digging. @gvissers its your changes.
