[Bug] all xenon container may panic when restart the physical node where the LEADR role pod is located

Describe the problem

To Reproduce

  1. kubectl get po -l role=LEADER -o wide known the node where the LEADER located
  2. reboot the node
  3. all follower restated and the event show xenon liveness failed image

Expected behavior
