Enable Dependabot

I ran into https://github.com/xtermjs/xterm.js/issues/3353 and figured that setting up Dependabot here would be more useful long-term than only bumping Xterm.js in yarn.lock.

I would be okay with this in general, but I think I need to set up fully automated CI, testing, and publishing. I think that's the only way that it's possible to keep up with the npm package ecosystem without introducing a ton of maintenance burden. Is it ok if this waits until https://github.com/radian-software/riju/issues/168 is resolved?
