According to the processor specification, the pins of the serial connector are 5V tolerant.
 
If you want to turn off the printer with a button on the touch screen, you must have the corresponding HW.
Looks like a burnt processor. You could resolder the new processor. However, there is currently no downloadable bootloader for your display (I couldn't find it). You'd have to get it...
