Parrot or espeak package/library

PR: Add a espeak (linux has this package => sudo apt install espeak) or parrot like package/library for racket (Hedy programming language has got parrot)... I am sure children and adults alike will love to play with it. Imagine giving voice to (require 2htdp/image) image shapes! It has the potential to attract many new users into racket language... : )
