Initial dropdown nav styles

This is a canon implementation of the popover dropdown navigation that is rolling out in the shared header service (visible in Reach, Cloud Backups, and CSR generator control panels).

It uses a popover containing rs-dropdown-item's. It has a menu for navigation to particular pages, and allows you to optionally add the side menu for tasks, shortcuts, and the like.
