Integrate BBMap for Subsampling Step

Subsampling via BBMap suite can specify total final desired bases, eliminating need to take read length into account.

This is completed, right? At least I noticed the lastest master requires BBMap and seems to use an executable from that package.

BBMap is currently used to rename scaffolds but this issue refers to the read subsampling step and as such, has not been addressed. The confusion is on my end for using a vague issue title.
