progressively longer election timeouts

Systems with many, many ra clusters may need a longer election timeout to gather all replies after a node restart. To maintain relatively short elections but still cater for this we could increase the election timeout by some factor every consecutive election phase such that it gets progressively longer until a leader can be elected.
