Migrate rwfs from rgdal to sf

Use Simple Features (sf) package instead of rgdal for spatial operations.

Can't be done currently as sf doesn't support OFT*List field types, which are present in e.g. FMI FWS.

The support is added in https://github.com/r-spatial/sf/commit/823f3f2c4b0dda2279b3057527630c6e9d9f3ad9 meaning that sf can be used after all. At least after the update hits CRAN.
