Option to use the Fix URL of suspended bookmarked tabs can't be selected

I just installed this addon today. I was looking at reviews for the addon when I saw mentions of needing permissions for bookmarks. However, I noticed that when Firefox was installing the addon, the bookmarks permissions weren't mentioned as being needed. After installation finished, I went to enable the fix for the bookmarks issue but I couldn't select "Fix URL of suspended bookmarked tabs". Did this happen because it doesn't have permission to use bookmarks? or is this fix not needed anymore? (if so, it's still in the options menu)
