[feature request] start all tabs suspended

what it says on the tincan.

Kind of analogous to Great Suspender's "resuspend from session manager" feature but with a twist - always load all tabs as suspended when firefox is starting up.

Firefox (57) always starts with all tabs unloaded. They are only loaded once focused.

Re: https://wiki.mozilla.org/Firefox/session_restore#Browser_settings I'm advised that browser.sessionstore.restore_on_demand defaulted to true in Firefox 13.

@tonsimple have you, maybe, installed something that overrode that default?

@grahamperrin I don't mean start them "unloaded", I mean start them in suspended state, as in, replaced with that replacer page with coffee that tab-suspender allows us to have
