I am seen a similar problem, most likely the same as @bones-was-here I have tested this between my test account on matrix.org and my personal and main account on hispagatos.org....

in our case, I had reports of people on small instances getting our keys and eventually been able to read msgs from users on our server like around 9-10 have...
